Jeff graduated from Drew University in 1968 and from American University Law School in 1971.

He began his career at the National Labor Relations Board, Region 29 and then worked as an associate in two labor and employment law firms before starting his own practice, Kreisberg & Maitland, LLP with his partner Gary Maitland, in 1987.

Since 1987, Jeff and Gary have been partners with Jeff specializing in the areas of labor and employment law.

Labor and Employment Law Specialties

Jeff handles representation and unfair labor practice cases at the National Labor Relations Board, appears before federal and state courts in employment discrimination (race, age, gender, national origin, disability), overtime, sexual harassment and related cases. He also specializes in cases involving the New York state civil service law, including Article 78 proceedings, New York City Civil Service Commission appeals, and other administrative agency matters. He has handled hundreds of arbitrations and mediations before the American Arbitration Association, New York City Office of Collective Bargaining and private alternate dispute resolution panels.

Notable Cases and Decisions

Jeff represented the plaintiffs in a case decided by the United States Supreme Court involving the issue of whether an arbitration provision in a union collective bargaining agreement precluded federal court litigation of a claim for age discrimination under the federal Age Discrimination in Employment Act.

He also represented a plaintiff in a groundbreaking case in which the Supreme Court of the State of New York, Appellate Division, First Department, determined that under the New York City Human Rights Law an employer may not deny an employee's request for a leave of absence for medical reason based upon a uniform rule providing maximum period for such leaves, and must make an individualized determination of such request on a case by case basis depending of the particular circumstances of the case.
